What is the normal pay for a first class ECE graduate?

A friend of mine has recently completed his Electronics & Communications Engineering. Apparently, he was told that the salary would be good in Dubai. So he asked me about job opportunities in Dubai, salary, perks etc. Although I spent two years there, I really don't know much about any work opportunities there.

So can anyone of you give me any information regarding this? He is a first class (in fact, distinction 73%) Electronics & Communications Engineer, with exceptional communication skills in English, Hard-working... to add more, he is a genius. He has also learned some computer courses like Oracle, Dot Net, and Mainframes. I would be glad to hear any information regarding job opportunities in Dubai, and to pass the information to him.
