Ramadan is a holy month when Muslims commemorate the revelation of the Holy Quran to the Prophet Mohammed. During this month Muslims are required to fast from dawn until dusk, abstaining from eating and drinking, sex and smoking. At dusk the fast is broken with an Iftar meal in one of the many tents erected around Dubai.
During Ramadan:
* In the daytime non-Muslims should refrain from eating, drinking and smoking in public places.
* Restaurants aren’t open for lunch.
* Bars open at around 7 pm.
* Working hours are shorter.
* Live music and music in clubs (if open) is prohibited.
* Shopping malls are open later.
Ramadan is a holy month but I would like to know about the fact that non Muslims should refrain from eating or smoking during the day.Is it a punishable offense or a non Muslim might be in some kind of danger if he/she indulges into it?If yes then what kind of danger?
I am not aware of such a restriction on non-Muslims
Anyway, as soon as it is time to break the fast, Dubai comes alive with Ramadan tents in practically every hotel and the feasts go on and on until the next early morning when the fast starts again.

i really think that there is no punishable offense for a non Muslim if they will do that. but if you are in their country, you should always give respect to their tradition and beliefs.
